The reasons given were:

01. The proposed development would be located in the open countryside outside of a defined Settlement. The proposal does not fall within any of the categories of development supported by Policy S5(1) of the National Planning Policy Framework and is not considered to be physically well-related to an existing settlement for the purposes of Policy S5(1)(j). The development would therefore conflict with the spatial strategy of the National Planning Policy Framework and would result in new residential development in an unsustainable countryside location where future occupiers would be heavily reliant on private car use by virtue of the location away from dayto-day services, limited public transport provision and unsafe pedestrian and cycle access routes to the development site from surrounding settlements. The proposal is therefore contrary to Policies S3, S5, TR3 of the National Planning Policy Framework (2026) and Policies 2S(iii), 3S, 4S, 7S, 31(ii and iii), 53(i) and 87 of the Bedford Borough Local Plan 2030.

02. The proposed development would result in the loss of open, undeveloped land which contributes to maintaining the separation and distinct identity of Duloe and Eaton Ford/Eaton Socon and would erode a strategic gap and undermine its role in maintaining the separate character, appearance and identity of the settlements. The proposal is therefore contrary to Policy SD1 of the Staploe Parish Neighbourhood Plan and Policy DP3(2)(g) of the National Planning Policy Framework.
